Local districts make the grade on Ohio School Report Cards

Results from the Ohio Department of Education’s Ohio School Report Cards were recently released. The following is a breakdown of the different aspects of the report cards, as well how the four Clinton County school districts fared on the 2023-24 report cards.

What are the Ohio School Report Cards?

The Ohio School Report Cards are grades given to each school and school district in the state based on criteria including tests, graduation rate, and progress from year to year, among other factors. Schools are graded on a one to five-star scale, with half-star increments. Each category gets a separate grade based on the predetermined criteria, and the overall grade is an aggregate of all the scores combined. There are six categories, but only five count towards the final score, with the College, Career, Workforce, and Military Readiness not counting toward the final score. Below is a breakdown of each category and what factors go into each grade.

Overall

This is an aggregate of each of the five graded categories, excluding College, Career, Workforce, and Military Readiness. The graded categories are Achievement, Progress, Gap Closing, Graduation, and Early Literacy. Each of these five scores is combined to formulate the overall score.

Achievement

The achievement score is based on how well students perform on state tests and whether said students’ grades meet certain established thresholds. The grade is based on a Performance Index Percentage, which is based on a Performance Index Score divided by a Maximum District Performance Index Score. The Performance Index Score is based on students’ scores on tests overall, not just those with proficient scores.

Progress

Progress is based on how well students do over time and whether they are making progress from year to year. Progress is displayed using data on a chart using five different colors ranging from dark blue for the highest grade and red for the lowest grade. There is also a gray color on the chart which signifies that there isn’t enough data. The overall chart from best to worst is as follows: deep blue signifying, “evidence that the district exceeded student growth expectations by a larger magnitude,”; light blue signifying, “evidence that the district exceeded student growth expectations,”; pea soup green signifying, “evidence that the district met student growth expectations,”; mustard yellow signifying, “evidence that the district fell short of student growth expectations,”; and red signifying, “evidence that the district fell short of student growth expectations by a larger magnitude.”

Gap Closing

The Gap Closing percentage on Ohio school report cards measures how well schools and districts meet performance expectations for student subgroups, including racial and ethnic groups, economically disadvantaged students, English learners, and students with disabilities. It reflects the district’s success in closing educational disparities among these groups compared to state targets. The Annual Performance Goals score is determined using six different areas and points allocated to said areas. Those areas are English Language Arts academic achievement and growth, Math academic achievement and growth, graduation, English learner language proficiency, chronic absenteeism, and gifted performance. The Chronic Absenteeism Score is defined as any student missing more than 10% of instructional time, excused, or unexcused. The annual goal for all districts is 18.3%.

Graduation

The Graduation grade is a measure of the four-year adjusted cohort graduation rate and the five-year adjusted cohort graduation rate. Meaning, it is a percentage of the amount of students graduating within four years and five years of starting 9th grade. The Graduation Component is a percentage score based on an aggregate of the four-year graduation rate and the five-year graduation rate percentages, with a 60% weight for four years and 40% for five years.

Early Literacy

The Early Literacy Category grades schools on how well they perform and advance student literacy for grades K-3rd. The Early Literacy Component score is based on percentages based on three factors: Proficiency In Third Grade Reading weighted at 40%, Promotion to Fourth Grade weighted at 35%, and Improving K-3 Literacy weighted at 25%.

College, Career, Workforce and Military Readiness

The College, Career, Workforce, and Military Readiness category does not get included in the overall grade. However, it does indicate how well students are prepared for post-school readiness. Each school is given a score on the percentage of students in a graduating class who are determined to be ready for post-high school readiness. This determination is made on several factors, including students with Honors diplomas, students with industry-recognized credentials, students with dual enrollment credits, and military enlistment, among others.

Blanchester Local

Overall

Blanchester Local was awarded a three-and-a-half star rating, indicating that the school district met state standards overall. The Overall score is an aggregate of the five graded categories below.

Achievement

Blanchester Local was awarded a three-star Achievement rating, with an 85.2 Performance Index Score, and a 78.0% Performance Index Percentage, with a 109.3 Maximum District Performance Index Score.

Progress

Blanchester Local was awarded a two-star progress score, indicating that the district fell short of student growth expectations. The district met or exceeded expectations in Algebra, Geometry, Biology, American History, and American Government at the high school level; in all subjects and tests at the 8th-grade level; Mathematics at the 7th-grade level; all subjects and tests at the 5th-grade level; and ELA at the 4th-grade level. The district fell short of expectations in English II at the high school level; in ELA and all tests at the 7th grade level; ELA, mathematics, and all tests at the 6th grade level; and Mathematics and all tests at the 4th grade level.

Gap Closing

Blanchester Local was awarded a two-star Gap Closing score, indicating that the district needs support to meet state standards. The district’s Annual Performance Goals score was 27.9%, meeting 12 of the 43 possible indicators, with a Testing Participant Score of 99.8%. Chronic Absenteeism in the district was at 24.1%

Graduation

Blanchester Local was awarded a five-star Graduation score, indicating that the district exceeded state standards. The district’s Graduation Component percentage was 96.8%, with a 4-year score of 95.7%, and a 5-year score of 98.4%.

Early Literacy

Blanchester Local was awarded a three-star Early Literacy score, indicating that the district met state standards. The district’s Early Literacy Component score was 76.2%, with a 78.6% Proficiency In Third Grade Reading score, a 100.0% Promotion to Fourth Grade score, and a 38.9% Improving K-3 Literacy score.

College, Career, Workforce and Military Readiness

Blanchester Local has a College, Career, Workforce, and Military Readiness score of 82.9%, with 97 out of 117 graduating students being deemed ready for post-high school per the stated requirements.

East Clinton Local

East Clinton Local was awarded a three-star Achievement rating, with an 81.8 Performance Index Score, and a 74.9% Performance Index Percentage, with a 109.3 Maximum District Performance Index Score.

East Clinton Local was awarded a two-star progress score, indicating that the district fell short of student growth expectations. The district met or exceeded expectations in English II, Geometry, American History, and American Government at the high school level; Math, Science, and all tests at the 8th-grade level; ELA in the 7th-grade level; ELA, Mathematics, Science, and all tests at the 5th-grade level; and ELA at the 4th-grade level. The district fell short of expectations in Algebra and Biology at the high school level; ELA at the 8th grade level; Mathematics at the 7th grade level; ELA, Math, and all tests at the 6th grade level; and Math and all tests at the 4th grade level.

East Clinton Local was awarded a three-star Gap Closing score, indicating that the district met state standards. The district’s Annual Performance Goals score was 43.2%, meeting 19 of the 44 possible indicators, with a Testing Participant Score of 99.8%. Chronic Absenteeism for the district was at 25.6%

Graduation

East Clinton Local was awarded a two-star Graduation score, indicating that the district needs support to meet state standards. The district’s Graduation Component percentage was 87.3%, with a 4-year score of 83.9%, and a 5-year score of 92.5.

Early Literacy

East Clinton Local was awarded a four-star Early Literacy score, indicating that the district exceeded state standards. The district’s Early Literacy Component score was 79.2%, with an 81.3% Proficiency In Third Grade Reading score, a 100.0% Promotion to Fourth Grade score, and a 46.7% Improving K-3 Literacy score.

Clinton-Massie Local was awarded a five-star Graduation score, indicating that the district exceeded state standards. The district’s Graduation Component percentage was 97.9%, with a 4-year score of 97.9%, and a 5-year score of 98%.

Early Literacy

Clinton-Massie was awarded a three-star Early Literacy score, indicating that the district met state standards.
